What is the best alternative to incandescent lighting?
That depends on your application.
Compact fluorescent lighting is a very good choice, it generally cuts your energy usage by 2/3.

LED's also offer the advantage of an extremely long life ranging from 25,000 to 100,000 hours depending on the style, manufacturer and quality you choose.

Can you use screw-in compact fluorescent lamps with a timer or in a dimmable application?
No and yes. Screw-in Compact fluorescent lamps are self-ballasted. When used on most timers a small amount of electricity is always present and this makes the ballast continually try to start even when the timer is off, therefore reducing the life of the bulb. The same applies to many dimming applications. Compact fluorescents are available for use with dimmers but they do require a burn in period and are only dimmable to 20% of their light output. If the dimmer control is not completely turned off it will also result in premature lamp failure. The constant electrical current is also why it is not recommended that these lamps be used in many garage door applications. Using these lamps in unapproved applications can result in premature lamp failure that is not covered under the warranty and in some situations it can present a fire hazard.

Can I qualify for utility and federal tax rebates and incentives by changing my lighting?
That depends on several factors. The first being that these rebates and incentives are only available to commercial users not home owners.
